Help can only be opened from the grid. The "Help" button (renamed from "Gestures" in 00c028c) and F1 both live in the library; the "Controls and shortcuts" sheet is drawn by LibraryGrid, so develop — where most of the keyboard vocabulary is — has no way to it.

The shortcuts a photographer wants to look up are mostly develop's (Ctrl+E, Ctrl+Shift+C, A/D, Z, R, H, [ ]). Having to leave the photograph to find out how to do something to it is the wrong way round.
Deliverable
Move the sheet up to the shell (as the export and copy sheets are) so both views can open it; bind F1 in develop's key scope; give develop's top bar a way in for pointer and touch. Opening it from develop could start on the Develop section.
