The scroll wheel cannot zoom a very wide image to 1:1: zoom is capped at 16× fit.

Why

zoom_about clamps at MAX_ZOOM = 16.0 times fit (ui/dr-ui/src/develop/framing.rs). On a 22927 px panorama, now opened in develop since 0.19.0, 1:1 is about 19.4× fit, so the wheel stops short and only the double-click reaches 1:1. A wheel-in from 1:1 probably clamps back down to 16×.

Acceptance

the cap is relative to 1:1 (e.g. max(16× fit, N× 1:1)), so the wheel reaches and passes 1:1 on any size
a wheel notch from 1:1 never zooms out
a test with a source wider than 16× the viewport
