Function include_catalog_browse 

pub fn include_catalog_browse() -> bool

Whether offline get_items currently includes the synced-but-not-downloaded catalog (the greyed-out browse view). Mirrors set_include_catalog_browse.

Exposed so the hybrid repo can tell “cache is cold, ask the server” from “user asked for downloads only and there are none here”: when this is false, an empty offline get_items is authoritative and must not fall through to the server. See hybrid.rs get_items.
