ci(release): build Windows NSIS installer on tag

Adds a build-windows job to the release workflow, cross-compiling the
Windows NSIS installer from Linux via the builder image (MSVC target +
cargo-xwin, no toolchain installs). Wires its artifacts into
create-release alongside Linux and Android.
