FR-CULL-7 — Culling on tablet. Absent, and blocked rather than skipped.

docs/outstanding.md §2 is explicit: there is no separate tablet culling surface to build until there is something to put on it.

Why it stays open anyway

Culling is the stage a tablet is actually for. It is decision work, not adjustment work: full screen, one gesture per verdict, no panels, and latency multiplied by two thousand frames. A tablet is a better instrument for it than a desk is, which makes this the requirement with the widest gap between how it is filed and how much it matters.

6a97fdf's finding — that the tool rail is very useful under a finger and the same interface is not under a mouse — is the same lesson arriving from the develop side, and should inform this surface rather than be rediscovered on it.
